On Microsoft teams it seemed easy enough. I just went on the apps page and disabled "allow users to install 3rd party apps," while keeping the Microsoft app installs enabled. I was under the impression that this "let users access third party apps in your tenant" was all encompassing and would disable all 3rd party apps / add-ins for all o365 apps. Compliance reached out to me and said users should only be able to freely install Microsoft owned apps on o365. Programs in Office 2013 and later versions provide add-in resiliency, meaning that apps will disable an add-in if it performs slowly.
